CIA Shakeups is Goss to Blame?

5 members of the CIA's high priority clandestine service have resigned so far this month. Was it just time to go or is their more to the story?
Democrats challenge that President Bush's choice for the new leader of the CIA was the wrong man. However if this is so why did they vote hime in? Also the Intelligence reform bill why is it stuck? Republicans, Democrats or both?
